CPS Overhaul and Foster Home Mod: Taking Family Gameplay to the Next Level

The CPS Overhaul and Foster Home mod by Lumpinou brings a much deeper child welfare system to The Sims 4. Sims can now face CPS investigations, have children placed into foster care, report neglectful parents, voluntarily surrender children, become foster parents, and even work toward getting children back.

This is a serious gameplay addition, but it is designed to expand on The Sims 4 rather than recreate any real-world CPS or foster care system. The mod gives players more tools for creating dramatic family stories while letting them decide how much of the system they want active in their save.

CPS Overhaul and Foster Home Mod Adds New CPS Gameplay

The CPS Overhaul and Foster Home mod gives Social Services a much bigger role in family gameplay. Children can be taken away through severe neglect, reports made by other Sims, or optional random CPS visits. Sims can also voluntarily surrender a child to the Foster Home if they feel they cannot care for them at the moment.

If you use Lumpinou’s Relationship & Pregnancy Overhaul collection, the CPS menu appears underneath the main RPO menu. If you do not use RPO, the CPS menu appears on its own.

Children Can Be Taken Away Due to Neglect

The CPS Overhaul and Foster Home Mod lets players choose how the game handles children who reach critically low hunger. There is a setting that determines whether a child can actually die from hunger or whether Social Services will intervene instead.

If the death setting is disabled, CPS agents arrive when the game triggers a neglect rescue. Players can then choose to place the child with another household, send them to the Foster Home where another family can later foster them, or send them far away so the Sim disappears permanently. Relationship statuses are added, and the parents can later try to recover their child.

Sims Can Report Neglectful Parents

CPS intervention can also begin because another Sim reports a household. Players can directly use an interaction to report a Sim to CPS, giving them a way to trigger an investigation when they believe something is wrong.

There is also an optional autonomous reporting system. When enabled, Sims who witness something that raises concern have a small chance of deciding to report the situation themselves, adding a little more unpredictability to family gameplay.

What Happens During a CPS Investigation?

During an investigation, the CPS agent observes and talks to the children before checking the household itself. The agent also looks at the furniture and how well the home is equipped for the children living there.

Players do not simply get an automatic outcome. Based on what the agent observes, the investigation can result in the concerns being dismissed, a warning being given, or the report being validated with the children relocated to another household for fostering. If the agent witnesses violence against children during the visit, the household is automatically considered unsuitable.

What Does the CPS Agent Check?

There are several things that can affect the outcome of a visit. The agent checks for an appropriate child bed for each child, a functional toilet and shower or bathtub, toys in the household, and the children’s relationships with adults in the home. Babies and teens do not require a child-specific bed for this check.

Money can also matter if the optional setting is enabled. Households with less than §10,000 in cash can be considered unable to properly care for children. School grades count too, with failing grades affecting the parents, while repeated yelling can create psychological distress that CPS notices. Broken objects are also noticed, and yelling at a child directly in front of the agent counts heavily against the parents.

Random CPS Visits Are Optional

The CPS Overhaul and Foster Home Mod also introduces random well-being visits that work similarly to reported investigations. The main difference is that the introduction and conclusion notifications are different.

The important part for players is that random visits are completely optional. If you do not want surprise CPS checks happening in your save, you can turn them off through the mod settings.

Sims React to Children Being Taken Away

CPS intervention is not just a gameplay notification. Sims can receive different reactions depending on their relationships with one another. Children may feel sad or hopeful about being taken away or eventually returning home, while siblings can be happy or angry when a child comes back.

Parents can also experience sadness or feelings of blame depending on their relationship with the child, their traits, and the overall situation. During the first few days after a child is fostered away, both the child and parents can receive occasional moodlets about what happened.

Parents Can Work to Get Their Children Back

Parents are not permanently separated from their children in every situation. Sims who want to recover their children can work toward getting them back, but there are several requirements before they can apply. At least three Sim days must pass after CPS intervention, and the parent must attend both a Parenting Workshop and a Parent Counseling Session.

The parent also needs to fix the problems that caused the intervention. If money was an issue, they need to have more money. If the relationship with the child was a problem, that relationship needs to improve. Otherwise, the child will not be returned after the follow-up visit.

Getting a Child Back Does Not Fix Everything

When a child finally returns home, it can be a happy moment, but the family relationship may still be damaged. If the relationship between the parent and child remains poor, the child can still have resentment or doubts, with moodlet reactions depending on the relationship.

Parents also have the option to let go of their parental rights. A Sim whose child was taken by Child Social Services can declare the child adoptable, allowing the foster household to potentially adopt them.

Sims Can Voluntarily Surrender Children to the Foster Home

The Foster Home system allows Sims to voluntarily surrender a child if they feel they are not currently able to care for them. This option requires their partner’s agreement when applicable, and the decision negatively affects the relationship with the child.

There is some flexibility here because children voluntarily placed in the Foster Home can be retrieved at any time. This gives players another option for storytelling without making the separation permanent.

How Sims Can Become Foster Parents

There are two ways for a household to become a foster family. A household can be selected when a child is removed from another family and the player chooses an immediate transfer, or Sims can apply to foster a child currently staying in the Foster Home. A live-in partner must approve the application when applicable.

There are requirements for applying. Sims with a criminal record from Lumpinou’s Law & Disorder mod or a CPS record cannot apply, and the household needs at least §30,000. Once approved, players can choose a child from the Foster Home, including played Sims who were removed from other households and generated NPC children.

Foster Parents Receive Financial Compensation

Once the foster child joins the household, the family receives financial support every few days. The payment is based on the number of foster children the household has, giving foster families an ongoing source of compensation while they care for the children.

This means the Foster Home system is not simply about moving a child into another household. Players get an ongoing foster-care storyline with financial support, relationship changes, possible adoption, and the possibility that a child may eventually need to leave the household.

Foster Children Can Be Adopted

Foster children can eventually become eligible for adoption, but the requirements depend on how they entered the Foster Home. If the child came from a played household following a CPS visit, the original parents must first declare the child adoptable before the foster parents can adopt them.

Generated NPC orphans have a different rule. They can become adoptable after spending seven Sim days with the foster family. Generated NPC children who are not orphans may instead receive a CPS call later announcing that they are now adoptable, and the mod includes a cheat that can trigger this situation.

Foster Children Can Be Sent Back

Foster parents can also send children back to the Foster Home. If the child originally came from a played household after CPS intervention, sending them back places them in the Foster Home rather than immediately returning them to their original family, since those parents may still need to complete the recovery process.

Generated NPC children can also be returned. In some cases, CPS may contact the foster family and say the child must be returned because their original parents have fixed the problems that caused the removal. Players can then choose what happens to the child, including having them disappear permanently or join a household that can later be placed in the world.

The Foster Home Has Orphans and Non-Orphans

Not every child generated for the Foster Home has an existing family waiting for them. Lumpinou’s system makes 30% of Foster Home NPCs orphans, and these children will never return to their family of origin.

Non-orphan children are different because they may eventually need to return to their original family. This gives foster families different possible storylines depending on which child they take in.

What Happens When a Foster Child Ages Up?

The foster system eventually ends when a foster child becomes a Young Adult. At that point, the Sim is considered old enough to live without a legal guardian, so they no longer need to remain part of the foster system.

Players receive choices when the Sim ages up, including options involving returning to their original parents or moving into their own household. This gives players control over where the foster Sim’s story goes next.

Foster Families Get New Reactions and Moodlets

The CPS Overhaul and Foster Home Mod adds additional interactions and moodlets between foster parents and foster children. These reactions can vary depending on the relationship between the Sims, giving foster families more emotional storytelling moments.

For example, the interaction “Share Sadness about Being Taken From Home” can receive more supportive or less supportive responses depending on the foster parent’s relationship with the child.

Relationships and Sentiments Are Tracked

The CPS Overhaul and Foster Home Mod adds relationship labels that help players keep track of who is fostering whom and where a foster child originally came from. It also adds sentiments between children, parents, and other Sims involved in these situations.

There is also tracking for yelling and meanness from parents toward children. Too much yelling in one day can give children special negative moodlets, while Sims who become orphans are automatically identified through the mod’s orphan tracking system.

CPS Overhaul and Foster Home Cheats

Players who want more control over their storytelling also have access to Foster Home cheats. These can be used to manipulate the setup of the Foster Home and help players create specific scenarios without waiting for every situation to occur naturally.

This can be particularly useful for storytellers who want to set up a specific foster family, adoption storyline, or child recovery scenario in an existing save.

The CPS Overhaul and Foster Home mod adds a completely different level of family storytelling to The Sims 4. From CPS investigations and neglect reports to foster care, adoption, parental recovery, orphan tracking, and relationship reactions, there are plenty of ways for these systems to create dramatic new stories in your save.

1. Introduction

This Privacy Policy explains how SnootySims (SnootySims.com, the “Site,” “we,” “us,” or “our”) collects, uses and discloses personal information when you visit the Site, create an account, subscribe to emails or contact us. It also explains your privacy choices.

2. Information We Collect

We collect information you provide through account features, subscriptions and support requests. This may include your email address, display name, profile photo, preferences and the contents of your messages. Please do not send information that is not needed for your request.

Our Site and service providers may automatically receive your IP address, browser and device information, operating system, referring page, access times, pages viewed, searches, link or ad interactions, and cookie or device identifiers. An IP address may be used to infer approximate location. Advertising partners may derive interests or audience segments from browsing activity.

3. Account Information

We use Clerk for account creation, email/password authentication, sessions, account recovery and security. Account data may include your email address, internal account ID, display name, profile photo, account settings, authentication and password-reset information. If you choose Google sign-in, we receive the information you authorize Google to share.

We use this information to provide account features, recover access, respond to support requests and prevent fraud or abuse. If you use My collection, we store the CC items you save and your 20 most recent distinct searches with your account. You can remove favorites and clear your search history in My collection. These lists are private and are not published to other users. You can contact us to request deletion of all associated records. Account registration does not automatically enroll you in marketing emails.

4. Newsletter and EmailOctopus

If you separately subscribe, we may send newsletters, new Sims content, site updates and occasional promotional emails. Subscription is optional and is not required to create an account. Essential account, security and service emails are separate from marketing.

We use EmailOctopus to manage newsletters, with Amazon SES for delivery through EmailOctopus Connect. Subscriber information may include your email address, optional name, consent and subscription status, signup source and time, confirmation records, unsubscribe status, delivery information and technical information needed to send emails.

Where campaign tracking is enabled with any required consent, EmailOctopus may record email opens through tracking pixels and link clicks to help measure campaign performance. See the EmailOctopus Privacy Policy.

You can unsubscribe using the link in any marketing email or by contacting snooty@snootysims.com. We may keep limited suppression records to avoid sending further marketing or accidentally resubscribing you. Unsubscribing does not stop essential, non-promotional account or service messages.

5. How We Use Information

We use information to operate SnootySims, provide and secure accounts, recover access, answer requests, send subscribed communications, improve content and performance, understand site use, prevent fraud, meet legal obligations, and deliver and measure advertising, including personalized advertising where applicable.

6. Cookies and Similar Technologies

We and our providers may use cookies, local storage, pixels and similar technologies for sessions, security, preferences, analytics, advertising and ad measurement. For example, browser storage remembers site preferences and guest usage limits.

You can manage cookies through your browser and use privacy controls available on the Site. Blocking storage may affect account features or preferences. Raptive advertising controls apply to Raptive ads; they do not necessarily control every other service on the Site.

7. Analytics and Google Services

The Site uses Google Tag Manager to load configured tags. Where Google Analytics is enabled, it may process device and browser information, page views, referrals, session activity, approximate location and cookies or similar identifiers to help us understand site use and improve content. 8. Advertising and Raptive

Raptive and its partners may use cookies, device identifiers, IP addresses, browser information, browsing and ad activity, approximate location and inferred interests for personalized ads, measurement, analytics and fraud prevention. These disclosures may qualify as a “sale,” “sharing,” or “targeted advertising” under state privacy laws, even without exchanging a customer database for money.

9. Advertising Privacy Choices

For US visitors, Raptive supplies a “Do Not Sell or Share My Personal Information” control through its ad code, ordinarily at the bottom of the homepage or the first ad-supported page you visit. Use that control to manage Raptive advertising choices. If it is unavailable, contact us. Opting out does not remove all ads; contextual or non-personalized ads may still appear.

Browser-based choices may need to be repeated on other browsers or devices or after clearing cookies.

10. How We Disclose Information

Information may be disclosed to hosting, infrastructure, authentication, email, analytics and security providers to operate the Site; to Raptive and advertising partners for the purposes described above; when required by law or necessary to protect rights and security; and to parties involved in a merger, acquisition, financing or sale of business assets, subject to applicable law. Providers may process information outside your state or country, including in the United States.

11. US State Privacy Rights

Depending on your state of residence and whether the applicable law applies to SnootySims, you may have rights to confirm processing, access, correct or delete information, obtain a portable copy, and opt out of sale, sharing, targeted advertising or certain profiling. Where applicable, you may limit certain sensitive-information uses and appeal a denied request. We will not unlawfully discriminate against you for exercising these rights.

12. California Privacy Notice

This section applies to the extent SnootySims is subject to the California Consumer Privacy Act, as amended.

  • Identifiers: email addresses, IP addresses, account IDs and cookie or device identifiers.
  • Account information: profile details, preferences and authentication information, as applicable.
  • Internet activity: pages viewed, searches, clicks and Site or advertising interactions.
  • Approximate location: location inferred from an IP address.
  • Inferences: advertising interests or audience segments derived by advertising partners.

Sources include you, your browser or device, authentication services and advertising partners. We use and disclose these categories for the purposes and to the recipients described above. Advertising identifiers, online activity, approximate location and inferences may be sold or shared in connection with Raptive advertising.

Eligible California residents may request to know or access information, correct or delete it, opt out of sale or sharing, and limit certain uses of sensitive personal information where applicable. The reference to sensitive information describes a potential legal right, not a claim that we collect every sensitive category. Account authentication information is used to provide and protect accounts.

13. Exercising Your Rights and Account Deletion

Email snooty@snootysims.com to make a privacy request, request account deletion or appeal a decision. We may ask for information reasonably needed to verify your identity or an authorized agent’s authority. We respond within applicable legal time limits. Deletion may be subject to security, legal or other permitted exceptions.

Other applicable laws may also give you access, correction, deletion, portability, objection, restriction and complaint rights. You may withdraw consent for consent-based processing without affecting earlier lawful processing.

14. Global Privacy Control

Raptive states that its advertising systems recognize Global Privacy Control (GPC) as an opt-out signal. Qualifying GPC signals are treated as opt-out requests where applicable law requires. These browser-based advertising choices do not delete your account or unsubscribe you from emails. GPC is different from the older “Do Not Track” signal; we do not promise a uniform response to that older signal.

15. Retention and Security

We keep information for as long as reasonably necessary for the purposes described here, including providing services, security, legal compliance, resolving disputes, fraud prevention and respecting unsubscribe requests. After an eligible deletion request, information may be deleted or de-identified, subject to applicable exceptions.

We use reasonable administrative, technical and organizational safeguards. No storage or transmission system is completely secure.

16. Children’s Privacy

SnootySims is a general-audience site and is not directed to children under 13. Children under 13 should not create accounts or subscribe to newsletters. We do not knowingly collect children’s personal information in circumstances prohibited by COPPA. Contact us if you believe a child has provided such information.

Where applicable, sale or sharing of personal information of users known to be under 16 requires the authorization specified by law, including parental authorization for children under 13.

17. Third-Party Websites and Services

Links to downloads, creator websites, social networks and advertisements take you to services with their own privacy policies. Embedded content may also send information to its provider when loaded or used. We do not control those providers’ privacy practices.

18. Changes to This Policy

We may update this policy as our services or practices change. We will change the Last Updated date and provide additional notice or request consent where required by law.
