Finally they are starting to add the features that I wanted.
When you guys go to official sims 3 site about new patch.
It says:

Swimming pools are no longer restricted to being built on the ground floor. They can now be built on multiple other levels of a structure.

I been wanting this features since Sims 2 and they finally put it.

Oh yes, I didn't know the patch added that. But if you go to the 'Aquarius' I think that's what it's called. It has a really cool pool there.
